These positions are in the Department of Homeland Security (DHS), United States Coast Guard, Civil Rights Directorate, Office of Civil Rights Operations (CG-00H-2), Region 4, in Houston, TX and Region 3, Alameda, CA.
Duties
As an Equal Employment Manager, you will serve as a Civil Rights subject matter and program expert, for the United States Coast Guard's (USCG) Region 3 or Region 4 and will participate in the development and implementation of program policy.
Requirements

- PCS/Relocation will be authorized.
- This position requires a National Agency Check with Inquiries (NACI).
- Males born after 12/31/1959 must be registered for Selective Service.
- Time-in grade requirements must be met by closing date.
- One-year probationary period may be required.
Qualifications
At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include:
Interpreting and applying current Federal Equal Employment Opportunity (EEO) regulations, statutes, executive orders, court decisions, and dispute resolution processes; AND
Processing EEO complaints, including conducting EEO counseling; AND
Promoting and utilizing Alternative Dispute Resolution techniques to resolve complaints of discrimination; AND
Drafting and preparing written documents related to EEO and civil rights; AND
Providing advice, guidance, and assistance to customers on civil rights program policies and procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience,The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
