The primary purpose of this position is to provide emergency services to the public by answering emergency 911 call and responding with appropriate personnel and equipment. Maintains an accurate status of all emergency response equipment and personnel. Provides advanced emergency medical dispatch life support through pre-arrival instructions to callers.

Duties

Responds to emergency 911-call by providing emergency dispatching services. Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies. Maintains maps, checklists and charts, including automated programs. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. Prepares and maintains reports and records relating to emergency responses. Prepares and maintains duty schedules and conducts training relating to Dispatch Center.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. Shift work and emergency overtime may be required.
  • Incumbent must participate in recurrent proficiency training, as directed.

  • Selectee may be required to serve a probationary or trial period.
  • Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II.
  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty(including weekends and holidays).
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Incumbent must be able to obtain and maintain a current EMD certification, including initial and follow-on certification.
  • Incumbent must be CPR certified and maintain CPR certification during employment.
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, one year of specialized experience equivalent to the GS-06 grade level in the Federal service. Examples of specialized experience includes providing emergency fire, police and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. This equipment includes fire fighting, hazardous materials, and wild land firefighting, technical rescue and ambulance services. Providing advanced emergency medical dispatch life support through pre-arrival instructions to callers. Knowledge of all activities relating to fire prevention, protection, aircraft rescue, EMS, HAZMAT and CE Service call. Performs all phases of fire protection planning and engineering, inspection and prevention, firefighting, and related rescue services as well as provides administration involved in maintenance of fire incident and operations records and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-???????06 level is required to meet the time-in-grade requirements for the GS-???????07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communications operations. 2. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required. 3. Ability to read layered computerized grid maps which reflect such systems as electrical, water, gas, central heating distribution, sanitary sewer, storm drainage, and pollution control. 4. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. 5. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergencies. ???????6. Ability to work independently without immediate supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
