The Supervisory Transportation Assistant is responsible for managing the Transportation Program and services it provides for the Fayetteville VA Coastal Health Care System. The incumbent manages the operation and specialized administration of the Fleet Unit. These fleet vehicles are VA purchased, leased, and donated vehicles for use by all services and their employees, VISN employees, DAV, Health Care Centers, Outpatient Clinics, and Vet Centers.
Duties
Major duties and responsibilities include:
Manages the Transportation Program and services provided at the Fayetteville NC VA Costal Health Care System (FNCVACHCS) by planning, developing, evaluating, marketing, and directing administrative activities in multiple programs related to the transportation systems.
Establishes and maintains knowledge of and cooperative relationships with various groups and organizations.
Establish and plan work priorities and deadlines relying on traditional schedules and methods and creating new schedules and methods when necessary to achieve applicable goals.
Oversees the daily operation of the unit including, accidents, license plates, managing vehicle drivers, key control, maintenance, and assignment and utilization.
Ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Effectively and efficiently manage the budget, expenditures, and obligations and analysis of the Transportation budget, and provides information and recommendations to executives, as appropriate.
Conducts and/or participates in studies, analyzes findings, and makes recommendations for performance improvement programs related to the FNCVACHCS' transportation.
Assures VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the FNCVACHCS' transportation are met.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive technical knowledge of both standard and special purpose vehicles and equipment; knowledge of specifications, capabilities, cost, and market trends and operating characteristics; effectively deal with customer agencies and with state and local governments, transportation policy committees, Federal Executive Boards/Associations and local planning commissions; and adjust work operations and schedules to meet emergency or changing programs within available resources and with minimum sacrifice of quality and quantity of service provided.

Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
