The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) 6, Richmond VA Medical Center (RVAMC), Health Administration Service (HAS). This position is the facility Outreach Coordinator and is responsible for accessing and analyzing a wide variety of Veteran demographics and logistics to develop sites for outreach programs to be held.

Duties

Outreach provides education and guidance on various VA programs and benefits to Veterans and community partners. He/she acts as a liaison with local organizations to plan and promote VA services for the purpose of reaching Veterans who do not normally come to the VA for health care services. Major duties and responsibilities include: Outreach Services: Communicates with the full range of external agency stakeholders. Stakeholders include individual members of the public, local community organizations, State and Congressional/legislative committees and staffs, and the news media. Works with the Medical Center Transitional Clinic Management (TCM), Veterans Experience Office, Veterans Transplant Coordinator, and various Veteran service organizations (VSO's) to identify sites for Outreach Program events and administrative support for coordination of services. Develops and implements community relations plans for Outreach programs, including the review of State and local plans for impact and effectiveness. Establishes, maintains, and fosters strong working relationships with key officials, including representatives of one or more of the following: Congress/legislators, community groups, VSO's, the news media, or members of the public. Patient Entitlements: Maintains a liaison with VSO, community groups, and others whose interest is in helping and protecting Veterans, their families, and their representatives. Interprets the Vet Center mission, policies, procedures, and available resource/services to the client and presents Veteran problems, opinions, and needs to appropriate staff and management. Explains entitlements to Veteran clients and their families and may assist with congressional and/or patient inquiry letters as requested by the Vet Center Team Leader. Clinical Liaison: Assists patients, their families and representatives, and facility staff members in recognizing and removing institutional barriers to the provision of optimum readjustment counseling to Veterans and their families. Identifies existing and potential problem areas, suggests solutions or alternatives to existing procedures which contribute to these problems. Acts to resolve problems, expedite services, or implement necessary corrective measures within established policies and where appropriate. Serves as an "advocate" for clients throughout the facility. Administrative Functions: Prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies; implements legal and ethical standard of conduct, privacy, and confidentiality. participates in administrative, staff, clinical, and in-service meetings at the Vet Center and at other locations as directed by the Team Leader. Completes all required VA, VHA, and RCS mandatory training annually. Performs other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 AM - 4:30 PM, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles and processes; Skilled knowledge of the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; Knowledge of community outreach and referral procedures sufficient to provide outreach services to Veterans; Knowledge of oral and written techniques sufficient to develop and present, formal briefings, outreach materials, statistical data, and reports; Ability to analyze and make recommendations concerning the centralization or decentralization of outreach operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to a master's or equivalent graduate degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year graduate education. Specialized Experience: GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles and processes; Skilled knowledge of the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; Knowledge of community outreach and referral procedures sufficient to provide outreach services to Veterans; Knowledge of oral and written techniques sufficient to develop and present, formal briefings, outreach materials, statistical data, and reports; Ability to analyze and make recommendations concerning the centralization or decentralization of outreach operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years graduate level. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences, meetings, etc., and occasional visits to facility work sites. Occasional use of automobile and public conveyances may be required. Frequent use of telephone and auditory headsets are necessary. No special physical exertion is required. Physical demands include walking, standing, bending, carrying of light items such as medical records and occasionally assists with a wheelchair.
