This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Domestic Defense Industrial Base(DIB)&Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Provides quality control and review of major financial programs for accuracy, completeness and effectiveness of financial operations.
Researches and prepares data for various audits, including Statement of Budgetary Resources audits and prepares individual audit samples and required follow-on documents.
Assures optimum effort is exerted in achieving Audit Readiness.
Responsible for the maintenance and validation of multiple areas of cost data in GFEBS and GCSS-A.
Ensures validated cost collectors such as Work Breakdown Structures (WBS), internal orders and cost centers are maintained in accordance with Army Management Structure (AMSCO) and DFAS 37-100.

Provides full range of advisory/analytical, and assistance pertaining to operations concerning the receipt, control, initial recording, and reporting for multiple customer reimbursable and direct cite orders received for execution.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: 1. Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones; 2. Serving as a point of contact to third party audits and/or inspections; and 3. Developing recommendations for financial and/or budgetary actions under conditions such as: short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/budgetary objectives; and/or changing guidelines for the work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
