About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable,relevant and sustainable ground combat vehicles to Joint War fighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as the senior test and evaluation manager for an organization which is chartered to direct the advanced,
intensive development of one or more major, critical combat vehicle systems or category of combat vehicle technology.
Directs the overall effort encompassing reliability, maintainability, test and evaluation and related program elements.

Participates in developing the overall technical management plan assuring the integration of test and RAM equirements with engineering
design,procurement, production, budget and logistics support plans.
Managed systems involve a wide range of engineering and scientific specialty areas, rapidly advancing technology and critical areas
of development beyond the current state of the art.
Assures that plans meet requirements of technical adequacy, time phasing and availability of resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year
probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and
Technical Management - Practitioner certification within 60 months as of entrance on duty.
- This is a Critical Acquisition Position. This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position
Service Agreement) and execute, as a condition of employment, a written tenure agreement.

In order to qualify, you must meet the Education and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Your resume must describe one year of specialized experience at the NH-03 (or GS13 equivalent) level that includes:(1) directing the overall effort encompassing reliability, test and evaluation and related program elements; (2) lead in coordinating test programs related to acquisition plans and strategies with other agencies such as Test and Evaluation Working Integrated Product Team (T&E WIPT), establishing an agreed upon scope and strategy for assessing system capabilities; (3) lead in the development of an overall Test Evaluation Master Plan (TEMP) assuring the integration of PA&T requirements (i.e. engineering design, procurement, production, budget, etc.); (4) conducting QA testing, and material review boards; and (5) planning and executing evaluation of tests and analysis of achieved performance against performance requirements. (6) planning and executing operational test evaluating effectiveness, survivability, suitability, and safety.
The definition of specialized experience is typical work performed at the next lower grade/level position in the federal service NH-03 or (GS-13) equivalent.
Basic Education Requirements (IOR):
A. Possess a Bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) being a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or(2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);and (g) any other comparable area of fundamental engineering science or physics, such as optics,heat transfer, soil mechanics, or electronics.

B. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example: an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

D. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

E. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science,mathematics,hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience,e.g., in interdisciplinary positions.
(The above examples of related curricula are not all-inclusive (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates.)
