You will serve as an INTERDISCIPLINARY GENERAL ENGINEER/ ARCHITECT in the Program and Project Management Division (PDCP) of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will provide management direction with regard to the collection, analyses and action associated with CI metrics and higher echelon data calls. You will manage, receive, determination of requirement, allocation and disbursement of design and project funds for the entire MILCON program. You will guide acquisition teams in execution of programs in an integrated and effective manner. You will develop, prioritize, and implement spending plans to maximize benefit to Navy, CNI, Enterprise Claimants, IMC’s and NAVFAC. You will provide guidance in application of appropriate laws, executive orders, DOD regulations, and NAVFAC policies associated with the assigned planning, design and construction programs.

  • This position may require occasional travel from normal duty station to CONUS and OCONUS sites. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires current registration as a Professional Engineer (PE) or Architect (RA). You must provide a copy of your current registration with your application.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level 3. Certification is required within 24 months of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is Registration as a Professional Engineer (P.E.) and Registered Architect (R.A.). Note -if yes, please provide a copy of your current registration with your application. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and verifying project authority levels and sources, contract requirements, contract documents, proposal and bidding procedures, types and use of contracts used in shore facilities design, construction, environmental compliance, planning and real estate; 2) Independently facilitating sensitive stakeholder discussions and resolution of complex problem exercising sound judgement; 3) Preparing and presenting high-visibility reports, briefs, updates, and/or correspondence on project status including recommendations for unique solutions to highly complicated issues with project scope, facilities management, funding, etc.; 4) Applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance; 5) Coordinating all phases of facilities design and construction independently within constraints and stakeholder requirements; And 6) Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings, and unscheduled data calls. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
