The primary purpose of this position is to serve as Lead Training Specialist guiding the work of a group of non-supervisory Training Specialist employees assigned to the Workforce Development Branch.

Duties

1. Performs a variety of coaching, facilitating, and mentoring duties to lower graded Training Specialist. 2. Plans, organizes, coordinates, executes, and evaluates major components of the AFSVC in-residence training program utilizing Air Force Instructions as well as AF/A1S and AFSVC standards, guidelines, and policies. 3. Manages training workload to ensure functional and supplemental training execution and evaluation meets delivery deadlines. 4. Plans, develops, and executes staff development courses for assigned AFSVC personnel.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience that is equivalent to the GS-11 or above grade level in the Federal service. Specialized experience includes but is not limited to acting as a Lead for 3 or more personnel; distributing workloads; identifying issues and coach personnel in resolving the issues; analyzing, designing, and developing training and education course content, materials, delivery, and the most effective strategy for execution of programs in professional development and on-the-job skill development; utilization of learning management system(s) to develop and deliver curriculum in distance or online learning programs; facilitating online, blended, virtual, and in-residence courses; evaluating facilitator's performance and the effectiveness of training programs and providing recommendations for improvements; and ensuring the Training and Development Division complies with legal and regulatory requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Force Support based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations. 2. Knowledge of the policies, methods, principles, practices, and programs related to curriculum development, instruction techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. 3. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets. 4. Skill in developing course materials and presenting formal and informal courses and briefings. 5. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. 6. Ability to communicate effectively, both orally and in writing; interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
