The incumbent serves as the Supervisory Medical Technician in a highly specialized laboratory. This position requires supervising up to twelve GS-0645-5 Medical Technicians and is responsible for specimen collecting, processing and distribution to appropriate sections of the clinical laboratory.

Duties

Perform phlebotomy by venipuncture on patients in patient wards, nursing home facilities, and outpatient labs. Evaluate the adequacy and validity of specimens processing. Utilize computer system to label collection tubes and verify correct collection samples for all tests ordered. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishments of the assigned workload, assures that each employee has enough work to keep them busy. Designates specific work assignments, prepares work schedules, monitors and approves leave request, set the daily priorities, make decisions regarding work problems presented by the staff technicians. Ensures that there is always enough staff to provide all the necessary services that the incumbent is responsible for. Ensures that an adequate supply of consumables is readily available, makes equipment purchase recommendation. Gives on the job training to new employees in accordance with established procedures and practices. Give patients, providers, and family caregivers correct instructions on proper preparation and test collection. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. AND Individual Occupational Requirement (IOR): For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: OR Education: Applicants may substitute education for the required experience. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. OR Combination of experience and education. ***NOTE: Time in Grade, IOR and Specialized Experience are 3 completely separate items and all 3 MUST be met to meet minimum qualifications*** You will be rated on the following Competencies for this position: Attention to DetailComputer SkillsDecision MakingLeadershipPatient CareSpecimen Collection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work requires regular and recurring physical exertion such as long periods of standing. Clerical functions can normally be done in a sitting position. The telephone must be used for extended periods of times when trying to troubleshoot instruments within the area. The supervisor must also be able to lift items not to exceed 50 pounds. The work sometimes involves moderate risk with recurring exposure to contaminated materials, chemicals, and reagents. The supervisor may be required to wear protective clothing such as lab coats, gloves, mask, non-penetrable protective clothing.
