Incumbent serves as a Lead Medical Technician at the new Lakeland VA Clinic Laboratory Section of the Pathology & Laboratory Medicine Service (P&LMS), assigned to the duty of leading and coordinating up to 4 or more full time Medical Technicians GS-5, and may provide guidance for a variable number of part time Medical Technicians GS-5.

Duties

Major duties include but not limited to: Perform phlebotomy by venipuncture on patients in patient wards, nursing home facilities, and outpatient labs. Promptly collect specimens, correctly distribute samples, and make lab test results available per orders. Orders, receives and accessions specimens (blood, urine, feces, assorted body fluids, etc.) after checking relevant documentation such as patient identification, tests required, appropriateness of sample, urgency status of order, collection time, patient location, qualifying comments on order, order number etc. Draws blood specimens from patients in accordance with physician's orders. Supports the teamwork concept and contributes to team building activities. Maintains knowledge of and supports all practices as described in P&LMS Safety Manual, VAMC Emergency Plan and VAMC Safety Manual. Follows all safety procedures including the proper use of PPE, disposal of needles and syringes, and waste materials. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishments of the assigned workload, assures that each employee has enough work to keep them busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work, and maintain records of work accomplishments and time expended and prepares production reports as requested. Gives on-the-job training to new employees in accordance with established procedures and practices. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies. Acts as patient facilitator, working with other patient care areas to resolve problems with patient's orders, as well as patient complaints, concerns, and suggestions. Follows up to ensure patient problems have been worked out. Participates in continuing education and keeps abreast of current technology. Maintains his/her individual continuing education file. Maintains current basic Life Support (BLS) certification. Work Schedule: Day shift will be determined with rotating weekends and holidays. In addition to the assigned tour of duty, an assigned rotation for On-Call and Disaster Schedule for Essential Personnel will be required to meet minimum staffing requirements and Service needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. This position has an Individual Occupational Requirement (IOR):Specialized Experience: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs blood collection using a variety of phlebotomy techniques including vacutainer systems, syringe, butterfly, and/or capillary finger sticks. Evaluate the adequacy and validity of specimens processing. Utilize computer system to label collection tubes and verify correct collection samples for all tests ordered. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishments of the assigned workload, assures that each employee has enough work to keep them busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Physical Requirements: The work requires walking, standing, or carrying items to and from the stock room to the phlebotomy areas. The work also requires bending over patients while performing phlebotomy and may require lifting from 30 to 50 pounds.
