This is a Direct Hire Public Notice. Please read this Public Notice in its entirety prior to submitting your application for consideration. This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Information Management Office (IMO) with one vacancy in Silver Spring, MD. The vacancy is hard-to-fill and is eligible for a NOAA employee to receive a referral bonus.

Duties

As an IT Specialist (INFOSEC), you will perform the following duties: Provide direct input into the development and publication of the System Security Plan (SSP) and associated policies that support the SSP. Interpret, develop, recommend, evaluate effectiveness of, and disseminate policy and guidance on information security requirements. Ensure thorough oversight, administration, and control that all Information Technology (IT) devices and networks connecting to networks are operational and secure. Provide management, technical operation, performance monitoring, analysis, and evaluative oversight duties related to classified, sensitive, and unclassified networks and systems. Develop, publish, and implement local policy and procedure meeting all established Federal and Agency policy. Validate policies to ensure fixes do not negate current security measures or previously applied definitions. Assist office in developing high-visibility, one-of-a-kind technical solutions and assigns technical resources when needed. Oversee the Authorization and Assessment (A and A) process. Develop required documentation, and ensures compliance with Authority to Operate (ATO) requirements. Maintain system security documentation and keep abreast of latest developments in hardware and software security and approved IT security tools. Ensure all Information Security equipment and software within the area of responsibility are properly certified and accredited in accordance with regulation and configuration management policies and practices prior to installing, developing, beta testing, or procuring. Oversee the assigned network ensuring all aspects are implemented, accepted and approved by the appropriate authority.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicants must also have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Implementing Federal Information Security Modernization Act (FISMA) or comparable practices to identify system deficiencies; Performing basic and applied research leading to establish protection needs of information systems; and Developing program policies or guidance to support the needs of information technology security systems.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
