Duties
As a Supervisory IT Specialist, you will perform the following duties:
Plan, manage, and supervise the National Geodetic Survey (NGS) System Development Division (SDD) resources effectively, in order to provide required products and services in the following areas: 1) Assign and monitor unit workloads, 2) Ensure IT budget is executed efficiently and effectively, 3) Recruit for vacant Full-Time employee (FTE) and contractor positions, 4) Observe and assure compliance with policy and procedures.
Lead IT Strategic Planning for NGS, including identification of policy, budgetary, or operational issues and providing alternatives and recommendations to senior management, and apply program/project management principles, methods, and practices to develop plans and schedules, estimate resource requirements, define milestones and deliverables, and monitor and report results.
Serve as liaison with National Oceanic and Atmospheric Administration (NOAA) and National Ocean Service (NOS) Chief Information Officer (CIO) Offices, ensuring that NGS IT systems, procedures, and practices are consistent with Department of Commerce (DOC), NOAA and NOS policy.
Oversee NGS' real-time operational cloud-based infrastructure and lead the planning, design, and implementation of secure IT networks and user training, support certification and accreditation efforts, and ensure the continued integrity of this network and all IT operations, including Continuity of Operations Disaster Recovery.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-5 or GS-15 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Utilizing project management skills to establish strategic plans and ensure efficient utilization of resources for an information technology program;
Implementing established information technology policies to ensure compliance with statutory responsibilities and maintain program operations; and
Providing administrative and technical guidance to a team, including planning and evaluating work.
