About the Position: This position is with the U.S. Army Corps of Engineers, Galveston District with the Emergency Management Division located in Galveston, TX.

Duties

Responsible for the development of the overall Emergency Management budget, and the implementation and control of emergency management funds. Perform cost analysis, manpower, and performance data reports for special and recurring requirements. Act as liaison between supporting Districts, Field Offices and Federal Emergency Management Agency (FEMA) to provide manpower, support and coordination for funding requirements. Analyze obligations and expenditures and make recommendations on the status of funds for reprogramming and the use of available funds. Develop and implement procedures to ensure smooth operation of the Emergency Operations Center, including secure communications. Coordinate and prepare Situation Reports to higher headquarters by various methods, including an automated information and reporting mechanism for Civil Emergency Management. Coordinate with other offices to ensure deploying personnel have the required skills, funding is adequate, and logistical arrangements are made. Monitor and assist with the planning, response, and recovery for all phases of Natural Disasters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid state driver’s license.
  • Incumbent must be able to obtain and maintain ENGLink Strike Team certification.
  • Incumbent is required to remain accessible during duty and non-duty hours, via telephone communications system, in order to respond to emergency operations activities.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11:Specialized Experience: One year of specialized experience which includes;1.) Analyzing obligations and expenditures to report the status of available funds; AND 2.) Experience operating an automated information systems to analyze program budgetary data; AND 3.) Experience preparing Situation Reports to be sent to higher headquarters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
