This position is a staff position located in an NRCS State Office in East Lansing, MI. The incumbent provides technical assistance as an economist for Programs Neutral Planning and develops economic resource data for all Natural Resources Conservation Service (NRCS) activities related to resource planning. Work with a team to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.

Duties

Develops economic resource data for all Natural Resources Conservation Service (NRCS) activities related to resource planning. Provides staff leadership for economic phases of natural resource planning activities through collection and analyses of data. Prepares reports to include interpretations and recommendations regarding economic course of action. Conducts public presentations of material relating to economics and overall natural resources planning.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. BASIC REQUIREMENTS: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Assisting with conservation plans using economic data and principals; Making oral presentations related to agriculture economics to pursue audiences of objectives; Preparing written communications such as reports or recommendations for internal audiences; and Using economic software programs to address natural resources issues. OR Education: Must have successfully completed at least three full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in economics. (You must submit transcripts.) OR Combination: Must have a percentage of the education and experience as described above that totals 100% when combined. When combining education with experience, first determine total qualifying education as a percentage of the education required for the grade level; then determine experience as a percentage of the experience required for the grade level; finally add the two percentages. The total percentage must equal at least 100% to qualify an applicant for that grade level. (Note: Only education in excess of two years (36 semester hours) is qualifying when calculating education percentage). (You must submit transcripts.) GS-12 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Contributing to conservation plans using economic data and principals; Making oral presentations related to resource data to pursue audiences of objectives; Preparing written communications such as reports, plans, or recommendations for internal and external audiences; Coordinating the development of economic studies related to conservation planning; and Using economic software programs to address natural resources issues.
