This position is a staff position within a NRCS State Office. The incumbent provides program assistance as an Economist for Farm Bill Programs as well as Conservation Planning, and Watershed Planning efforts. Because of the multi-disciplinary interaction required of the staff in multi-objective program activities, the incumbent will integrate his/her activities with the other staff disciplines.

Duties

Provides staff leadership for the economic phases of natural resource planning activities through the analysis of data. This includes conducting presentations of material relating to economics and overall natural resources planning. Participates in the formulation, analysis and implementation of group resource conservation plans. This includes preparing or assisting with plans, reports, and supporting documents which deal with economics. Works closely with the project coordinator to convert structural costs to average annual costs and to determine average annual costs of operation and maintenance. Participates in planning and environmental evaluation and is responsible for the development of economic and social impacts for various natural resource projects and conservation programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Basic Education Requirement: Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Combination of Education and Experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience (GS-09): To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include frequently producing or assisting on annual or monthly surveys, research reports, or other similar types of agricultural or economic work products. This experience may include the development of a study; the collection, compilation, and analysis of data from primary or secondary sources following detailed and exact procedures and regulations; or drafting preliminary interpretive reports, or portions of such reports.; OR Substitution of education in lieu of specialized experience for the GS-09 level: Successfully completed at least two full-time years of progressively higher-level graduate education leading to a Master's degree or equivalent graduate degree in economics from an accredited university.; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience (GS-11): To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include but are not limited to the following: gathering, information concerning mathematical, statistical, or other relevant factors in support of organizational planning activities; assisting in conducting economic research; and/or participating in strategic planning activities, including assisting with program objectives, goals, measures and financial evaluation of costs or estimates.; OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 year(s) of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
