These career/career-conditional permanent full-time positions are located at Shenandoah National Park, in the Communication Center Branch. Duties

These positions operate as an emergency call taker and law enforcement dispatcher at the Shenandoah Regional Communication Center. The Shenandoah Regional Communication Center handles all emergency and law enforcement traffic for Shenandoah National Park, Cedar Creek and Belle Grove National Historic Park, Fredericksburg and Spotsylvania National Military Park, George Washington's Birthplace National Monument and Thomas Stone National Historic Site. The center operates 24 hours a day and 7 days a week, even during emergencies such as major storms and wildfires. The operator must work weekends, nights, holidays overtime, and overnight shifts. Shifts and days off are subject to change. Works as an emergency call taker, handling a high volume of telephone calls while recording information, determining priority, perform caller interrogation and relaying information to the proper personnel. Coordinates rescue, ambulance, helicopter operations of various agencies with National Park Service personnel. Accesses multiple law enforcement databases and programs, providing technical advice, assistance, support and information to law enforcement staff. Operates a multi-channel/multi-resource radio communications system; Computer Aided Dispatch (CAD) system; and an interstate/local teletype system. Makes decisions under stressful conditions without time to reflect on possible alternatives. Queries and enters records in the Virginia Criminal Information Network (VCIN). Prepares and compiles basic reports and memorandums relating to communication center's activities as needed for field operators and supervisors. Properly documents and records reports that establish proof and relevancy of facts. Monitors NPS staff and researchers field plans. Operates as a wildland fire dispatcher, providing flight following services, resource ordering, placing resources on assignments, notifying appropriate staff and record keeping. These positions may be filled at any of the GS levels advertised (5-6-7-8). Duties will be developmental in nature when filled below the GS-08 full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. GS-05 salary range is $39,576 - $51,446. GS-06 salary range is $44,117 - $57,354. GS-07 salary range is $49,025 - $63,733. GS-08 salary range is $54,292 - $70,578. POSITION LOCATION: The Shenandoah Regional Communication Center is located at Shenandoah National Park Headquarters, about 15 minutes from the small rural community, Luray, VA. Luray is approximately one hour from Harrisonburg, VA and Front Royal, VA. Both locations offer advanced medical facilities, shopping and recreational activities. Luray is also about 90 minutes from the Washington D.C. Metropolitan area, which has a major airport, advanced medical care, and recreational and shopping areas. In Luray, the summers are warm and humid, the winters are cold. The temperature typically varies from 26°F to 86°F and is rarely below 12°F or above 94°F. There is no public transport to or from the park.

Qualifications

All qualifications must be met by the closing date of this announcement-04/22/2024. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing communications support using radios, telephones, frequency monitors, computer networks, etc. to coordinate emergency units such as law enforcement, fire, etc. during routine and emergency operations. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 4 years of education above high school leading to a bachelor's degree in an accredited institution. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. (Note: Only education in excess of the first 60 semester hours (beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study {30 semester hours} beyond the second year is equivalent to 6 months of specialized experience.) For example, 6 months of specialized experience as described above (50% of the experience requirement), and 3 years of college study as described above (50% of the education requirement). The total must equal 100%. You must include transcripts. To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: working as an emergency public safety dispatcher; relaying public safety emergency information to responders on a radio or telephone system; and coordinating emergency response efforts or relaying information on a radio or telephone system; working as a switchboard operator; dispatching information on a fire or at a construction site; producing criminal reports through a computer system; working with technology and software used in dispatch operations. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
