This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The position is within the Office of the Principal Cyber Advisor (PCA), which is geographically located in the Pentagon, Washington, D.C.
Duties
Annually prepare a comprehensive analysis on the adequacy of the Army’s cyber budget for the Principal Cyber Advisor to submit to the Secretary of the Army, per Congressional requirement.
Review and interpret Office of the Secretary of Defense (OSD) and Office of Management and Budget (OMB) policies and guidance to formulate and track initiatives in conjunction with Army policy and guidance.
Consult with key stakeholder leadership and subject matter experts to collect, collate, and analyze program and operational data.
Provide results of analyses by making recommendations to stakeholders as to how the data can be used to make critical operational, policy, and major financial decisions.
Leverage expertise and knowledge of the Army budget process to plan, program, formulate, and review the development, analysis, submission, and justification of resource-related actions for the yearly Program Objective Memorandum (POM).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret – Sensitive Compartmented Information security clearance.
- One year trial period may be required.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes developing budget execution tools to adequately analyze cost to certify the budget; recommending ways to improve use of funding to increase mission accomplishments; and analyzing budgetary issues for compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Education
