This position is located in the State of Dover, Delaware in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. This is not a remote position.

Duties

Review and analyze preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Analyze financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly processing of the loan and/or grant. Prepare written loan/grant recommendations and submits to supervisor for review. Provide a wide variety of servicing actions for assigned less difficult loan cases.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Resume that includes:1) personal information such as name, address, contact information; 2) education; 3) detailed work experience related to this position as described in the major duties including work schedule, hours worked per week, dates of employment (month/year); title, series, grade (if applicable); 4) other qualifications. For GS-09 level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level GS-07; or its non-Federal equivalent that demonstrates: Experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments. OR Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
