This position is in the Dover, Delaware, Single Family Housing office in USDA Rural Development (RD). The incumbent conducts studies; develops state-wide directives, systems, and procedures; and participates with managers in developing and effecting outreach and marketing efforts and in evaluating program effectiveness primarily for the single-family housing (SFH) program.
Duties
Designs, implements and monitors the state's internal controls/ mechanisms, rules, and procedures required to ensure the integrity of financial and accounting information, promote accountability, and prevent fraud.
Participates in developing and implementing annual and longer-term program plans and targets for the state.
Ensures that fair housing requirements are communicated to partners, that partners adhere to established standards, and that partnering relationships foster diversity in home ownership to the maximum extent possible.
Serves as program advisor to the contracting staff and provides technical guidance, as needed.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-11 level:Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. Serves as a Contracting Officers' Representative (COR) for assigned contracts. Assist with preparing budget(s), completes cost analysis, develops statements of work (SOWs) and performance work statements (PWSs) and monitors funding versus actual expenditures OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
