The Supervisory Contract Specialist position is located in the Department of Administrative Services (DAS), Finance and Procurement Office (FPO), Procurement Management Division (PMD). The FPO is responsible for the management, oversight, and support of the judiciary's finance and procurement activities.
Duties
This position will report to the Deputy Procurement Executive in the Procurement Management Division (PMD), Finance and Procurement Office (FPO). The PMD is seeking a professional Supervisory Contract Specialist to join its team. The PMD manages a comprehensive procurement program for the entire Federal Judiciary. The incumbent will have statutory procurement responsibilities for the Federal Judiciary and lead a staff of procurement professionals responsible for providing contracting services for the Administrative Office of the U.S. Courts (AO) as well as the entire Judiciary.
The duties of this position include, but are not limited to:
Supervising a staff of professional contracting officers.
Providing technical and program guidance, leadership, and direction on acquisition planning, contract formation, and contract management matters.
Serving as a principal technical authority for AO and nationwide contracting programs.
Acting as one of the principal representatives of the Procurement Management Division to customers within the AO and all court units nationwide.
Delivering presentations, conducting training, and providing consultation to Judiciary personnel.
Conducting negotiations and meetings with contractors on sensitive and/or controversial issues as the authoritative contracting representative of the AO.
Advising senior level management on the status of procurement actions, including problems encountered and proposed solutions to program difficulties.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experiencewhich is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as a contracting officer providing leadership, direction, and guidance on acquisition planning, contract formation, and contract management.
In addition to the Basic Education Requirements for this position, your resume must also demonstrate experience in the private OR public sector performing the following:
(1) Providing the full range of contract and contract administration services for support services, and information technology services and equipment; and (2) Applying innovative (e.g., TechFAR, PIL, etc.)and advanced contracting skills to information technology services and support service acquisitions.
Certification: A Federal Acquisition Certification-Contracting (FAC-C) Professional or a Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III is required for this position. Applicants with a FAC-C Professional must have completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023. To validate that you meet the required training, experience, and certification requirements for this position, please submit a copy of your previous FAC-C Level III with your current FAC-C Professional certifications, or a copy of your DAWIA Level III certification.
Education
In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.
Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
