The position manages the Health Care Systems transportation program including supervision of Veterans Transportation Service schedulers, drivers, beneficiary travel clerks and other related staff. Also manages Beneficiary Travel, Special Mode and ensures that the Beneficiary travel policy, audit process, remediation reporting comply with regulatory guidance and assures program compliance and effectiveness.
Duties
Major Duties include but is not limited to:
Manages the Veteran Transportation Program (VTP) and services by planning, developing, evaluation, marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel
Develops, analyzes, advises on, or improves the effectiveness work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management
Interprets and implements VHA VTP policies and procedures pertaining to transportation among the multiple programs
Acts as the advisor to leadership and managers and the VTP regarding VHA directives, regarding VHA directives, policies and Standard Operating Procedures concerning Beneficiary Travel, Special Mode Transportation
Assures efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operation of the programs, measuring outcome of services provided by reviewing and analyzing data, routinely reviewing beneficiary travel reports
Makes recommendations for improved transportation efficiencies and effectiveness; reviews patient
satisfaction surveys, performance measures and operational costs
Develops transportation resource networks of benefit to Veterans and beneficiaries and utilizes multiple venues to inform and educate Veterans and beneficiaries of these resources
Resolves needs of Veteran patients with the patients' provider, nursing, family or other medical facilities
Responsible for managing, evaluating and addressing all patient transportation activity at the site, including Beneficiary Travel, Special Mode Transportation, Inter-Facility patient transfers, discharge transportation, contract and fee arrangements for patient transportation and all associated patient transportation activity
Provides outreach to community transit authorities and develops Memorandums of Understanding (MOU's) for cooperative relationships with local/regional recipients of the Veterans Transportation/Community Living Initiative (VT/CLI) grants
Develops an acceptable VTS Business Plan
Participates with VISN and national work groups in the analysis and development of policy material
Develops management plans, procedures, HCS policy memorandums, Standard Operation Procedures and methodology at the Health Care System (HCS)
Participates in complex and special studies for and/or recommends changes for improvements in work methods, policy and procedures
Analyzes and evaluates transportation functions and activities being considered for conversation to contract operators
Identifies resources (funding, equipment, facilities) required to support varied level of program operations, including community, regional, state and other federal transportation programs and resources
Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required
Conducts special cost benefits analyses, studies, reports, surveys, inquires, and evaluations of various modes of beneficiary transportation at the HCS, including special mode, ambulance, contracted, donated/collaborative, etc.
Prepares replies to inquiries from Members of Congress, other Government agencies and individual Veterans or their representatives as the issues pertain to beneficiary transportation
performs/coordinates personnel actions,
maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Veterans Transportation Program staff
Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding
Manages the HCS transportation program quality assurance process coordinates the preparation and submission of recurring weekly, monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of non-recurring reports
Performs the administrative and personnel management functions relative to staff supervised
Performs other duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): This occupational series has an IOR to qualify. Applicants must meet the IOR as well as the specialized experience at the GS-09 grade level. The IOR for this vacancy is: Education - Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Transcript Required or Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
Applicants must meet the IOR AND the specialized experience for the GS-09 grade level below.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrated a knowledge of the transportation function(s) of the position to being filled such as manages transportation program and services in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel; Assures efficiency and customer satisfaction, including scheduling of activities, daily monitoring of operations, and measuring the outcome of services; Performs extensive and in-depth reviews on a routine basis of transportation activities process and vehicle and equipment inventory and maintenance records; Conducts special cost benefits analyses and evaluations of various modes of beneficiary transportation, including special mode, ambulance, contracted, donated/collaborative, etc.; Monitors patient satisfaction surveys, reports areas of concern to and recommends improvements strategies. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
