With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred total employees, more than four hundred of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.

Duties

This position is located within the Department of the Interior, Office of the Solicitor, Departmental Ethics Office, National Parks Service (NPS) Branch, duty stationed in Washington, D.C. At the full performance level (GS-13) the major duties of this position include but are not limited to the following: 1. Providing technical assistance and support to supervisor and ethics officials on assigned team in administering the program. 2. Reviewing and approving public and confidential financial disclosure reports and recommends appropriate action for resolution of potential conflicts in cautionary guidance or recusal memoranda (including reviewing and conducting ethics review of financial disclosure reports for nominees to Presidentially Appointed, Senate-Confirmed positions); 3. Conducting training on financial disclosure reporting requirements and how to use the financial disclosure filing systems for filers; 4. Assisting the head of the Branch in developing financial disclosure related training materials and communications using various mediums; 5. Assisting with head of the Branch in continuously monitoring and assessing the effectiveness and efficiency of the Department's financial disclosure program and develops strategies for improvements. 6. Developing specialized training as needed to meet NPS workforce needs based on trends. 7. Developing and implement an ethics communications plan to keep employees continuously informed about the ethics rules. Salary Range Information: GS-12: $99,200 - $128,956 GS-13: $117,962 - $153,354 First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as SOL-DEO-24-FS-045(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Advising employees on ethics statutes and policies and assisting in the management of an electronic financial disclosure system and the public financial disclosure reporting process. 2) Communicating with filers and reviewing and recommending approval of public and confidential financial disclosure reports. 3) Assisting in the development of informational materials to explain the laws, regulations and policies that govern financial interests. MUST MEET 2 of the 3 SPECIALIZED EXPERIENCE STATEMENTS. GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting with ethics training programs, participating in the development of on-line and in-person training modules and conducting ethics training in a variety of forums. 2) Advising employees on ethics statutes and policies and assisting in the management of an electronic financial disclosure system and the public financial disclosure reporting process. 3) Communicating with filers and reviewing and recommending approval of public and confidential financial disclosure reports. 4) Assisting in the development of informational materials to explain the laws, regulations and policies that govern financial interests. MUST MEET 3 of 4 SPECIALIZED EXPERIENCE STATEMENTS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
