Duties

This Transportation Security Specialist position is located in the Interagency Airspace Security and Authorization Section, Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Process Airspace Authorizations-Waivers for domestic and international aircraft operating in the U.S. National Airspace System (NAS) as required per FAA Notices to Air Missions (NOTAMs), federal policies, and procedures. Generates essential direct-communications with FAA and stakeholders related to approval/rejection of Airspace Authorizations-Waiver requests. Determine eligibility requirements and distinguish Airspace Authorization-Waiver categories based on application data, program descriptions, and aircraft/operator eligibility. Coordinate with applicants and stakeholders to prepare complete and appropriate application packages including recommendations for approval/rejection. Coordinate directly with multiple federal agencies and stakeholders, as well as public/private-sector domestic and foreign operators regarding airspace waivers and requirements when warranted. Coordinate vetting of pilot, crew members, and passengers with the National Transportation Vetting Center (NTVC) to determine eligibility to fly within restricted airspace. Coordinate procedures for the redress of derogatory vetting results. Maintain current knowledge of published permanent and temporary FAA Notice to Air Missions (NOTAMs) and their potential nexus to Airspace Authorizations-Waiver applications/requirements. Emergency Essential Position: This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Interpreting and applying aviation and transportation security laws, rules, regulations, policies and procedures in order to interpret, analyze and coordinate action with customers and stakeholders. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
