The Program Specialist and auditor contributes to the fulfillment of VHA mission and vision by coordinating San Francisco Veterans Affairs Medical Center's (SFVAMC) controlled substance inspection and part time physician time and attendance auditing programs.

Duties

The Program Specialist is responsible for assisting the compliance and business integrity officer with planning, designing, analyzing and maintaining SFVAMC's system-wide Compliance and Business Integrity (CBI) Program. Assistance is provided on a wide variety of functions, as well as technical, administrative, and management processes. Major duties include but are not limited to: Completing the nationally mandated training program, as well as ensuring inspectors complete nationally mandated training as well as locally developed orientation program. Assigning inspections selectively based on complexity, scope and the inspector's experience, and ensuring monthly unannounced inspections are completed accurately and timely. Ensuring that inspectors physically count and verify the accuracy of controlled substances at each site, verify change of shift counts and verify the presence of required number of medication orders to support dispensing activities Providing a monthly summary of findings (including discrepancies) to the Medical Center Director Ensuring that all discrepancies are reviewed and resolved, when possible, by the area supervisor and entered into the report The incumbent is also responsible for performing all duties related to the part time physician time and attendance monitoring program Maintains collaborative working relationships with the clinical and administrative services and other key stakeholders in the Medical Center including Business Service (to include Health Information Management Section, and Non-VA Purchased Care Section), Fiscal Service, West Consolidated Patient Accounts Center, Medical Staff, Regional Counsel, and Executive Leadership Work Schedule: Monday - Friday 8:00am - 4:30pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the Gs-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs reviews of clinical, financial, and administrative data related to hospital operations, drafts reports, memoranda, meeting minutes, performs documentation reviews of controlled substances, clinical data, and administrative data, Conducts education and training of all staff on topics that include, integrity and compliance, resident supervision documentation standards, employee patient boundaries, and business ethics.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related(TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond combination of education and experience as described above.
