This National Guard position is for a ADMINISTRATIVE SUPPORT SPECIALIST, Position Description Number D2346000 and is part of the OH 178 Wing, Ohio Air National Guard.
The primary purpose of the position is to serve as a full-time resource advisor and administrative officer for the Unit.
Duties
As a ADMINISTRATIVE SUPPORT SPECIALIST, GS-0301-9, you will perform the following duties:
Serves as the Commander's Resource Advisor, assuring full planning, execution, and accountability for the Unit's financial and workday resources. Proposes, drafts, and maintains Unit spend plans, forecasting the unit's use of Military Personnel and Operations and Maintenance funds, as well as Annual Training, Proficiency Training, Training Period Preparation Assembly, and Full-Time National Guard workday resources. Maintains proficiency in the use of numerous systems and familiarity with a large body of legal and regulatory material particular to the financial management realm. Prepares a wide variety of financial reports on a weekly, monthly, quarterly and annual basis in order to document financial accountability, inform management decision-making, and meet regulatory requirements. Approves or disapproves the execution of all Unit expenditures to ensure they are in accordance with legal and managerial guidance. Reviews travel authorizations and vouchers to ensure they are legal and proper before approval.
Serves as the lead for all unit administrative support functions. Recognizes need, initiates action, directs or personally formulates new administrative policies and procedures, and recommends changes designed to improve administrative efforts or services. Implements information management (IM) policies and procedures related to assigned areas of responsibility. Utilizes knowledge of a wide range of rules, procedures and operations to provide administrative support for records protection and safeguarding; electronic records management; Privacy Act and Freedom of Information Act requests and training; military personnel and pay actions; correspondence and mail management; and centralized orders and travel processes. Utilizes knowledge of the organization, programs, missions, and functions of the Unit and its major issues, program goals, objectives, work processes, and administrative operations in performing a wide variety of complex support work requiring analyzing interrelationships with the requirements of customers and other functional areas. Conducts studies, inquiries, and surveys in response to the needs of management. Serves as the unit's SharePoint manager or liaison. Plans, implements and maintains the unit's internal World Wide Web collaborative environment ensuring compliance with all Public Affairs, Legal, Communications-Computer, IM, and Host Wing guidance. Publishes unit drill schedules and newsletters. Accomplishes or assists in accomplishing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, line of duty actions, applications for school, payroll actions, and other personnel and pay actions, and forwards same to a higher level military personnel or finance office. Accomplishing these tasks involves a combination of long-range planning and current operational analysis and measurement.
Plans, implements, and manages the Records Management Program for the Unit according to Air Force directives, instructions, and general guidance from Higher Headquarters. Considers the methods and processes by which: record materials are created by an organization; filing systems are maintained; and records are retained or disposed. Complies with local directives and instructions pertinent to the establishment and maintenance of files and training records. Develops records disposition schedules and procedures. Conducts staff assistance visits. Provides recommendations, advice, and technical guidance on the proper application of existing policies and procedures and use of new or improved methods and techniques to improve operational efficiency. Studies and analyzes problem areas through the collection and analysis of data, personal interviews, observations and management. Upon completion of staff visits, assembles and analyzes data collected and holds critiques with staff/operating officials on the status of the program, identifying areas requiring corrective action, identifying causes for deficiencies, rendering guidance and making recommendations for improvement. Prepares reports of findings and makes recommendations, establishes compliance schedules, and follows-up to ensure recommendations have been put into effect and deficiencies are corrected. Consults with all functional area records managers for retention or disposal of records. Establishes and maintains a records staging area.

Qualifications
GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 - 1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
