This position serves as the Supervisory Administrative Specialist in the Columbia VA Health Care System and will provide leadership, monitoring and expert technical health administration guidance to Business Office staff, as well as consultative and support services to Service Lines throughout the facility.

Duties

The Supervisory Administrative Specialist is responsible for duties related to the direct supervision of all Supervisory MSAs at the Main facility and CBOC's: second line supervision to MSAs of any grade in the assigned areas of: Customer Service, Scheduling, Insurance Card Buffer (ICB) Capture, Recall Reminder, Mission Act referrals, Electronic Wait List (EWL) management and Return to Clinic Orders management. Acts as liaison between MSA staff and clinical staff in the outpatient clinics, Veterans and the public. Oversees the daily operation of the outpatient clinics, ensures VHA directives and policies are being followed: provides feedback of performance standards: and evaluates work performance of subordinates. This includes setting team goals and technically directing the work of subordinates. It requires planning, assigning, reviewing and accepting\rejecting work done by subordinates. Makes work assignments, set or negotiate deadlines and designate completion dates. Instructs employees in assigned tasks and job techniques, conducts formal and informal on-the-job training and answers questions on procedures, policies, and directives. Identifies training needs and finds ways to improve production or increase the quality of work within the assigned areas. Coordinates the leave of Supervisory MSA 's approving time and leave as appropriated and arranging for or providing cross-coverage in order to provide adequate coverage within the Centralized Scheduling Unit within the Patient Administration section of the Business Office. Provides back-up coverage for Supervisory MSAs when required based on the needs of the Service. Coordinates meetings with their supervisor and any ad hoc meetings with staff deemed appropriate to ensure staff is an integral part of the work site and that communication lines are open. Serves as a communications facilitator, arranging meetings and in-services as necessary to ensure that information and knowledge are communicated to staff. Develops the need for and maintains an awareness of available resources, and makes recommendations to Business Office Leadership regarding needs distribution or redistribution of these resources. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implement technical administrative policies and procedures, provide leadership, monitoring and expert technical health administration guidance to Business Office Staff, as well as consultative and support services to Service Lines throughout the facility; oversees the daily operation of the outpatient clinics; sets team goals; Ability to plan work to be accomplished by subordinates. Knowledge to give advice, counsel, or instruction to employees on both work and administrative matters. Establishes program goals and objectives. Ability to provide training to employees and staff. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above. You will be rated on the following Competencies for this position:Administration and ManagementInterpersonal SkillsLeadershipProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of this position require 50% mobility between the Business Office and various other clinics/offices located at any of our health care system sites. Generally, the work is sedentary but may require some slight physical effort.
