The employee serves as a Supervisory Team Lead in the Project Management Division (TPM-21) of the Office of Capital Project Management (TPM-20) which is within the Office of Program Management (TPM). The employee ensures that the oversight of capital projects across the agency are conducted within the framework of established processes and procedures and contractor resources for the program are effectively allocated to support the oversight efforts.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience leading or advising the work of other employees.
Experience leading or performing program analysis and business process improvements including analyzing, evaluating and proposing recommendations to engineering and project management problems, and presenting the findings to other employees or senior management officials.
Experience leading or providing engineering and project management oversight of complex projects.
Experience leading or developing standard operating procedures, program circulars, guidelines etc. to support business processes.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Planning, Managing and Evaluating: Organize work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other offices to accomplish goals; monitors progress and evaluates outcomes.
Project Management and Oversight: Advanced knowledge of the principles, methods, or tools for providing oversight of projects and managing resources, including monitoring performance of projects and providing recommendations for actions.
Problem Solving and Sound Judgment: Deal and resolve project issues as well as minor conflicts among team members and other stakeholders in a timely manner; and using sound judgment in identifying and raising issues that need resolution with senior management involvement.
Oral and Written communication: Make clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.
