This position is located in the Headquarters (HQ), Defense Commissary Agency (DECA), incumbent serves as a general investigator in one of the Office's subordinate branches. Purpose is to receive and evaluate oral and written requests for assistance; complaints; allegations of injustices; conditions detrimental to the operation of the commissary system; fraud, waste, and abuse(FWA); gross mismanagement; and serious security violations.

Duties

Plan and conduct difficult investigations of a wide range of incidents, which are of a non-criminal nature, such as suspected Fraud Waste and Abuse (FWA), falsification issues, and Office of Workers' Compensation Program (OWCP) fraud committed by civilian and contractor personnel. Use seasoned judgment to determine the proper investigative approach, and the necessity for additional investigation, surveillance, documentation and evidence due to conflicts in facts and evidence arising during the course of the investigation. Brief Agency senior staff on the results of sensitive investigations inquiries. Participate in the management of the Agency's loss prevention program. Receive and record interviews, take sworn testimony, and write finalized formal or informal reports of investigation. Train other personnel assigned to assist in conducting investigations. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1810 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to the next lower grade. Experience can be under other Federal service pay systems, private sector, or military. Experience: Your resume must clearly show that you have one year of specialized experience equivalent to the GS-11. Examples of qualifying experience include: Investigate allegations of Fraud, Waste and Abuse within an organization. Conduct investigations of a non-criminal nature. Analyze and evaluate information gathered from investigations to reach a conclusion and make recommendations. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: The work does not require any special physical effort or demands. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
