The Department of Agriculture's Office of the General Counsel (OGC) provides legal services to all the agencies within the United States Department of Agriculture. The incumbent is responsible for providing assistance to the Office of the General Counsel's Central Region Office by performing substantive administrative, analytical, management, and records management services that are essential to the direction and operation of the office.

Duties

Formulates, develops, and implements the budget to include monitoring the status of funds. Oversees the new matter intake system, litigation hold procedures, short and long-term storage of files and disposition of files. Oversees and coordinates administrative and other initiatives including training, official travel, time and attendance reporting, work orders. Develops, oversees, and maintains an accountability system for office resources, including equipment, supplies, and electronic and paper files. Oversees and coordinates Human Resources actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level). GS-11: One year of specialized experience,equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems which demonstrates 6 of the 11 following competencies/knowledge to successfully perform as an Administrative Officer. Specialized experience is defined as considerable experience with: Developing, recommending, and implementing policies relating to the full range of administrative management. Directing and administering a budget and fiscal activities. Interpreting and applying regulations, policies, and procedures to a wide variety of administrative matters. Developing operating procedures, policies, and instructions to facilitate and improve effectiveness of the administrative activities. Ability to multi-task from multiple supervisors/clients while staying highly organized and timely. Experience developing and implementing procedures for efficient and effective file and records management. Experience identifying and responding to requests for information or requests for services, initiates and processes required paperwork. Proficient at managing, reviewing, and distributing all incoming correspondence, including documents of a confidential legal and administrative nature. Proficient at using software applications, databases, and automated systems to help manage administrative functions. Ability to coordinate necessary arrangements for different functions including logistical items, i.e. space, materials, and notifications. Experience overseeing and coordinating a wide range of human resources (HR) management actions including: employee appraisals, performance plans, individual development plans, time and attendance, and/or awards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If qualifying based on education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
