This position is located in the U.S. Department of Transportation, Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU), Procurement Assistance Division (PAD). The OSDBU is responsible for ensuring that small businesses are treated fairly and that they have an opportunity to compete and be selected for a fair amount of the Department of Transportation's prime and subcontracting opportunities.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in providing advice and guidance to the business community on procedures necessary to participate in procurement and contracting activities. Experience performing solicitation reviews and conduct analysis on problem areas and preparing recurring reports to monitor and ensure agency goals on the socioeconomic programs are met or exceeded. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience developing guidance materials and providing expert technical advice to managers and contracting officers on the nuances of the varied small business programs. Experience developing outreach strategies and methodologies to communicate with a wide variety of target audiences including small businesses, trade associations, and regional counterparts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
