This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Media Relations Group (MRG). As a Public Affairs Specialist (Media Advisor), GS-1035-14, you will serve as a technical advisor who assists the Group Director and Deputy Directors with leading, directing, planning, and coordinating the monitoring, evaluation, and program integrity of CMS' media relations program.

Duties

Serve as a subject-matter expert, providing technical advice and direction to a staff of public affairs specialists in day-to-day media relations work. Serve as the point-of-contact for news media at issues meetings, conferences, Congressional hearings, and other CMS-related events. Liaise with high-level officials at the Office, Agency, or Department level, as well as OMB/White House, also serving as a liaison to similarly placed executives of external organizations. Serve as an advisor to the MRG Director, providing guidance and support to the Director on key mission-critical issues, initiatives, and agency functions in the areas of strategic communications and media relations. Research and defend policy and program issues and prepare and analyze position papers for use by the Director for congressional testimonies, meetings, and enagement with the media.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Evaluating programs to make recommendations on official statements, media responses, and official announcements; AND Communicating orally and in writing to public criticisms of the performance of programs and policies; AND Assessing the effectiveness of a program to communicate the accomplishments of the program's objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
