This position will be assigned to the JBSA Randolph Library.
This is a regular full-time category position with guaranteed 35 hrs./wk., may work up to 40 hrs./wk. Employee appointed to regular category position are eligible for benefits.
Duties
Directs work tasks of library staff. Serves as employee in charge during absence of Librarian. Serves as APF and NAF cardholder for JBSA Libraries. Under the direction of the librarian, serves as the point of contact for most technical aspects of library procurement/acquisitions. Ensures all procurement orders are prepared, verified, and processed in accordance with guidelines, and regulations. Orders and processes all library materials within budget guidelines. Monitors expenditures versus allocation for various fund accounts. Monitors receipt of all orders and ensures payment is made. Projects funding for library programs and compares to budget, notifying librarian of results. Administers income for all library FAX and photocopier NAF instrumentalities to include maintaining records as well as meeting all cash receipt suspense's to the NAF cashier's office. Performs administrative management duties to ensure internal controls are in place in public or technical services. Administers customer service operations at the circulation desk as required. Organizes, plans, implements, and evaluates library procedures, and processes; recommends improvements to the librarian. Administers library programs. Works with the librarian to develop and execute publicity and marketing program event. Assists in the development and implementation of an effective library public relations program. Trains staff. Resolves problems in registration, overdue books, circulation, loans, damage, or loss of materials surfaced by lower level technicians. May be assigned to multiple JBSA Library locations. Performs other related duties as assigned.

- This Position requires the incumbent to satisfactorily complete a pre-employment physical. Must be able to lift up to 40 lbs.
- This position require shift work, working a schedule that change form week to week dependent on facility needs, with staff scheduled to work varied hours.

In order to qualify, you must meet the experience requirements described below. Qualifying Experience:
Progressive experience in procurement/acquisition/managerial/budgetary processes is highly desirable. Must have specialized experience with library operating policies, circulation procedures, ready reference sources and basic operation of user access equipment. Must be able to read, write and speak English. Must have computer experience in Microsoft Office, computer applications and the internet. Completion of college coursework or a college degree in related field is desirable.
Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions such as those used to maintain the collection, locate information, order and process library materials, or assist clientele with inquiries; and library operating policies, circulation procedures, ready reference sources, issuance and cancellation of borrower cards, and resolving recurring problems such as lost or damaged books.
2. Knowledge of programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters.
3. Knowledge of one or more automated databases associated with a specific library function to support office and library operations and produce a variety of documents and reports.
4. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tack and diplomacy. 5. Ability to read, write and speak English.
