This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
This position is located in the Office of Analytic Production (AP) in the Bureau of Intelligence and Research (INR). INR’s mission is to ensure timely, independent analysis informs foreign policy decisions and intelligence & counterintelligence activities support America’s foreign policy .
Duties
Monitors, coordinates, and guides daily substantive intelligence support to Department Principals & Senior Staff, including daily intelligence & special deep-dive intelligence briefings, written analyses/ special compartmented intelligence reporting
Arranges INR and selected IC support for the Secretary, Deputy Secretaries, Under Secretaries, their Chiefs of Staff and Senior Assistants, as well as Special Envoys and Special Representatives
Monitors and coordinates with the INR Presidential Daily Briefer on Department leadership intelligence requirements and tasks
Serves as the Managing Editor of the Secretary’s Intelligence Brief, a daily, bespoke intelligence product for the Secretary of State covering a broad range of issues and topics of interest to the Secretary and their senior staff
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience monitoring, identifying, and meeting intelligence support needs to senior officials and senior staff by facilitating and coordinating tailored INR and IC analytic intelligence support.
Experience providing advice, guidance, and consultation to the most senior officials with regard to the interpretation and application of analyses.
Experience establishing liaison at all levels throughout the USG foreign policy and intelligence communities to exchange information vital to both spheres of operation.
Experience reviewing, evaluating, and editing intelligence products for an executive audience.
There is no substitute of education for specialized experience for the GS-14 position.
