This position is located within the Bureau of Global Talent Management (GTM), Talent Acquisition Managing Directorate (TAC), Office of Recruitment (REC), Strategic Engagement Division (SE). REC leads the Department’s overall strategic recruitment efforts to secure a workforce that champions U.S. foreign policy interests. REC engages in public outreach and messaging that promotes the U.S. Department of State as an employer of choice and the nation’s premiere foreign policy institution.
Duties
Serves as the Senior Advisor on strategic public messaging and the Contracting Officer Representative (COR), overseeing a $1.5 million advertising contract; provides strategic direction on campaign content and consults on ad buys and placement.
Develops and executes long-term strategic planning for innovative recruitment communication campaigns and to ensure consistency in messaging about the Department as an employer of choice, and about our hiring priorities.
Leads the development and management of recruitment campaigns using a variety of media, such as print, websites and social media. Advises leadership on audience attitudes and perceptions; recommends strategies and tactics to correct misperceptions.
Coordinates REC’s leveraging of multiple Department managed website and social media and hiring and resume platforms to connect with prospects across the country and abroad in order to educate them about student and career opportunities.
Advises senior leadership within REC and TAC, as well as across the Department, on marketing and effective communication strategies to advance Department workforce hiring.
Requirements

- Must be able to obtain and maintain a Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing social media and hiring platforms to design and oversee campaigns that promote Department career opportunities.
Experience developing and producing written materials to convey information concerning complex programs and functions to the public.
Experience evaluating public perception on key issues and policies to make recommendations to senior officials.
There is no substitute of education for specialized experience for the GS-14 position.
