WHAT IS THE Facilities Management and Security Services DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Business Solutions The following are the duties of this position at the full working level. Analyzes, plans, programs and coordinates projects. This includes developing scopes of work, preparing designs and specifications, creating advisability and functional impact analyses, developing feasibility studies, project schedules and cost and budget estimates Reviews, evaluates, corrects and/or approves design submissions, contract specifications, cost proposals including direct labor and other costs, and materials submitted by contractors under IRS or GSA contracts for completeness, accuracy, adherence to IRS standards, code compliance and effectiveness for the project. Monitors technical aspects of contractor's performance to assure that performance is strictly within the terms, conditions, and scope of contract. Reviews contractor invoices, certifying their approval and recommending payment if they accurately reflect deliverables that have been completed and accepted. Coordinates contractual issues with the contracting officer. Conducts field investigations to obtain technical information. Inspects construction in progress to ensure compliance with contract documents. Provides technical advice and assistance to field and/or headquarters offices. Prepares and presents status reports on assigned projects. Coordinates and schedules meetings, progress submittals and review sessions between the field and A/E support services contractors

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-13: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrated the ability to develop, plan and design highly technical alteration and construction projects; Accomplishment working in all stages of the construction process including preliminary planning and budgeting, consultant selection, fee negotiation, programming, schematic design, construction document preparation, bidding, construction, equipment installation, final acceptance and litigation in order to supervise the work of consultants and contractors. Your experience should also demonstrate knowledge of the construction industry, engineering and the physical sciences, (i.e., acoustics, heating, cooling and ventilation systems, energy conservation, thermodynamics, and space planning), as they apply to architectural practices in the design and construction in order to review, evaluate, and identify necessary changes, corrections or additions and assist with negotiations. Experience using knowledge of contracting principles, practices and terminology in order to serve as a Contracting Officer's Representative (COR) and to perform other contracting and procurement related duties, some of these include preparing procurement required contract documents, preparing technical evaluation of contractor cost proposal, and participating in cost negotiations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
