This position is the Branch Chief for Management Services and Data Analytics Branch of the GMAS Division in MPRO of the USDA Food and Nutrition Service (FNS). The Branch Chief is directly responsible for ensuring the fiscal accountability of procurement processes through all regional acquisitions of supplies and services as well as inventory and facilities management. The position also responsible for data analysis services to the region.

Duties

Independently ensures the fiscal accountability of the procurement process through all Regional Acquisitions of supplies and services. Serves as a regional contracting office with delegated signatory authority from the agency (RCA) Head of the Contracting Activity. Ensures the fiscal accountability of the travel process and all its associated systems. Interprets travel regulations and provides technical support to staff in response to inquiries pertaining to all aspects of the travel financial system. Administers and maintains the following regional programs: telecommunications, mail, space utilization, real property, and office equipment to ensure regional staff have sufficient resources to meet program goals. Performs a wide range of analytical assignments related to the sustainment and resourcing of operations within the Regional Office. Coordinates regional training activities including schedules, agendas, and development of materials. Trains regional staff on travel/procurement/time and attendance system requirements and various travel/procurement topics through formal and informal presentations.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Supporting staff by ensuring the fiduciary accountability of federal time and attendance and travel management systems; Managing procurement life cycles, contract administration, and payment processes; Administering and maintaining the following programs: federal telecommunications, mail, space utilization, real property, GSA fleet, and office equipment to ensure accountability and internal controls; and Developing standard data analysis methodologies, conducting data analysis, and generating written reports, charts, and graphs. Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
