This position is located in the Management Directorate, Office of Chief Information Officer, Resource Management Division. As a Business Operations Specialist, you will serve as a DHS certified Level III Contracting Officer Representative with designated responsibility for intensive management of one or more major complex projects with both national and international impacts to agency.

Duties

Recommends and oversees the implementation of process improvements, changes in contract requirements, policy, and regulation. Acts as a liaison between Headquarters, area offices, field offices, other Federal agencies, and outside entities. Monitors and assesses ongoing budgeting operations, coordinates efforts with the customer to ensure timelines are being met. Conducts benchmark testing of proposed systems to determine conformance with technical specifications and conducts briefings presenting findings and recommendations. Serves as a certified Level III Contracting Officer's Representative (COR). Represents the organization as an advisor on major projects and represents the organization at the OHS Component Acquisition Review Boards. Supports the Contracting Office in developing new approaches and writes new conditions or clauses to resolve administrative problems that arise during the life of the contract.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/18/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/18/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Utilizing Contract Officer Representative principles in cost analysis, legal, and regulatory interpretations and subcontracting requirements to function as an expert consultant. Designing and conducting undefined management studies based on an agency's goals and objectives. Planning, organizing, and directing efforts in monitoring IT contracts; including analyzing progress to ensure realistic contract objectives and milestones are achieved. Communicating and interacting effectively and diplomatically with management using verbal and written techniques.
