The primary purpose of this position is to serve as Range Management Office (RMO) Liaison/Coordinator with various military organizations, state and federal agencies, tribes, and other organizations regarding 56 FW management of the Barry M. Goldwater Range (BMGR) complex and Special Use Airspace (SUA).

Duties

Serves as senior advisor to local senior managers within the Department of the Air Force, Department of the Navy, Department of the interior, and Arizona Game and Fish Department on issues involving intra- and interagency coordination of activities and proposals involving the Barry M. Goldwater Range and neighboring land units. Develops and negotiates memoranda of understanding, cooperative agreements, and interagency agreements for the conservation and management of natural and cultural resources, including threatened or endangered species; prepares and delivers presentations to partner agencies and the public regarding the integration of military training and resource management on the BMGR. Coordinates and facilitates the tri-annual Arizona Commander Summit meetings. Coordinates the agenda and meeting site with the commanders of all Arizona military units/organizations to include Air Force, Army, Marine, National Guard, and Reserve Units; coordinates BMGR operational and environmental issues with other 56 Fighter Wing offices and counterparts at HQ Air Education and Training Command (AETC). Provides long-range planning, program direction, implementation, and evaluation of various natural/cultural resources management programs and related activities with military mission requirements; manages Air Force funded projects performed by partner agencies or contractors. Conducts and oversees assessments and inspections; promotes the AF environmental impact analysis process and environmental awareness. Serves as the 56 FW and 56 RMO Liaison with the Arizona Civil Air Patrol (CAP) and military helicopter units. Serves as the 56 FW's single point of contact for all requests for CAP support for the Wing's mission; serves as 56 RMO Liaison to the Luke/West Valley Council bi-monthly meetings; serves as the 56 FW and 56 RMO representative on the Borderlands Management Task Force (BMTF) and the Border Wireless Interoperability Project (BWIP).

  • Highly desirable that incumbent have a background as rated officer, and first-hand knowledge of flying operations on the BMGR and other 56 FW Special Use Airspace.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of integrated resource management with the ability to apply new findings, developments, and solve critical problems of a particularly unique, novel, or highly controversial nature. This includes problems for which current information is inconclusive or is in the form of suppositions or theories as to their effectiveness in treating specific resource oriented problems. Comprehensive knowledge and skills to develop or refine solutions or recommendations to complex problems; take actions that have a significant impact on existing policies and programs; project development trends and future needs; and extend existing techniques or develop new approaches for integrating environmental and mission requirements. Professional knowledge of military flying training operations/requirements on the BMGR and other 56 FW SUA. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of military flying training operations/requirements on the BMGR and other 56 FW SUA. Ability to provide up to date data concerning the mission and make recommendations regarding environmental/encroachment actions that may affect the 56 FW's ability to complete its assigned mission. Work with other agencies to meet mission requirements and accomplish the necessary environmental/encroachment actions. Knowledge of and experience with the laws, regulations, and processes involved in land management, natural and cultural resource management, environmental compliance, and military use of airspace; or managing a military organization divided into various subordinate levels with several organizations at each level; or knowledge of related scientific and engineering fields (e.g., biology, archaeology, community planning, environmental engineering, and airspace management). Experience coordinating multiagency efforts to accomplish broad objectives; preferably experience relating to management of land areas or natural and cultural resources. Experience communicating, both orally and in writing, to technical and lay audiences. Ability to use common computer software, such as word processing, spreadsheets, presentation graphics, and database. Ability to use Arc View geographical information system is preferred. Experience in project management to include programming future year projects, writing statements of work, evaluating contractor proposals, and managing work performed by contractors to include reviews of technical documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
