Duties
Serves as an installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning.
Serves as an Executive Member of the Installation Mission Sustainment Team (IMST) and Provides Operational Expertise Involving Land Compatibility Encroachment Matters.
Maintains the Installation Land Encroachment Hazards and Controls in the Mission Compatibility Analysis Tool (MCAT).
Installation Manager of the Air Installation Compatible Use Zone (AICUZ) Program and the Readiness and Environmental Protection Integration (REPI) Program for Encroachment Management Partnerships.

- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include knowledge in urban and land planning to include reviewing and providing comments on urban and installation development plans and evaluating development proposals, requiring generation or refinement of solutions/recommendations to complex problems; taking actions that have significant impact on existing policies and programs; projecting development trends and future needs; and extending existing approaches for interagency community and mission sustainability requirements; using work knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; knowledge for handling compatible land use matters, comprehension of local development practices, and an in-depth understanding of how encroachment/mission sustainment affects flight operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of the principles, concepts and methodology of land use planning and community liaison, with practical experience in applying these within the context of military compatibility, as well as knowledge of technically related fields such as real estate, housing, engineering, legal concepts, noise attenuation, environmental management tools, and the Air Forces local installation operations.
In-depth knowledge of and experience with laws, regulations, and processes pertaining to encroachment/urban planning issues. Historical working knowledge of Luke AFB IC/MF is desirable. Experience applying practical knowledge of related fields to develop innovative solutions to unique land use and encroachment problems and provide expert advice and recommendations to military and community leaders.
Knowledge of land constraints, to include familiarity with the airfield imaginary surfaces specific to Luke AFB is highly desirable.
Skills in working routinely with technical personnel experienced in civil engineering, architecture, landscape design, urban and regional planning, and airspace structure.
Ability to guide interdisciplinary and interagency teams and groups and the public with varying urban planning, scientific, political, cultural, and economic perspectives to develop critical agreements, plans, and guidance for activities beneficial to both the installation and surrounding communities.
Ability to effectively communicate, both orally and in writing, with officials at various levels of city, state, federal, and tribal governments, non-governmental organizations, the media, and the public at large. Ability to arrange and conduct conferences and speak to the media as well as high profile individuals (e.g., senators, governors, mayors, etc). Ability to communicate across social and cultural boundaries and effectively explain, both in writing and speaking, technical material to an audience having diverse backgrounds and expertise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
