This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Operations Research Analyst responsible for applying the scientific methodology of several different disciplines to tasks relating to the developing, acquisition, and deployment of the complex and technologically advanced weapon systems.
Duties
Recommends local policy and procedural instructions for the collection of cost and related data from various sources within and external to the organization.
Prepares life cycle cost analysis/cost estimating studies. Reviews, analyzes and interprets regulations, directives and instructions relating to PEO and organizational cost analysis/cost estimating functions and special reporting requirements.
In conjunction with other Project Office elements, determines the need for specific kinds of cost analysis/cost estimating data required by the Project Manager.
Identifies, integrates and synthesizes all divergent aspects of the total system cost analysis/cost estimating program including receipt and adaption of inputs from various related programs and functions within the Project Manager's Office.
Analyzes-contractor cost, variance by above cost-to-date and cost completion categories with detailed narrative explanation of any significant variances between scheduled budgeted and actual cost.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Cost Estimating Certification within 60 months of entrance on duty.
- The duties of this position require occasional temporary duty (TDY) travel.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
A. Have a Bachelor's degree (or higher degree) in operations research (Note: You must attach a copy of your transcripts.)
B. Have a degree with a least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in Calculus. (Note: You must attach a copy of your transcripts.)
In addition to meeting the Basic Requirement, you must also meet the specialized experience.
Specialized Experience: I have one year of specialized experience which includes: 1) Analyzing mission requirements to determine cost parameters to be utilized in constructing cost models, 2) Designing cost estimate plans required to calculate and evaluate variables and 3) Determining life cycle cost for research and development, investment, and operating phases of material life cycle.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
