The Supervisory Program Analyst develops guidelines and resolves procedural issues, plans and distributes and monitors the status and progress of assignments, creates, analyzes, and provides quality coaching and trending reports, conducts reviews and analyses, provides instruction and guidance, responds to customer inquiries, resolves recurring problems, defects, and discrepancies, proposes corrective actions, provides coaching, mentoring, and subject-matter-expert support.

Duties

Major Duties Include (but are not limited to): Plans work, sets and adjusts short term priorities, and provides deadlines for completion of work; Assigns work based on priorities and the level of difficulty in accordance with the capability of the employees; Identifies training needs of employees and provides or arranges the training; Identifies areas of inconsistencies or deficiencies and provides detailed reports and recommendations directly to management personnel for review and follow up; Develops new or proposed procedures and guidelines and makes recommendations to management on the need for new or modified procedures; Undertakes or participates in special projects, ongoing analysis, investigations, and initiatives that have high priority; Completes daily, monthly, quarterly, and annual reports and statistical data analysis; Maintains computer-generated data on production and timeliness of actions for use in determining whether employees are meeting performance standards; and Monitors performance to identify training issues and evaluates performance with internal procedures and quality assurance requirements. Promotion Potential: This GS-11 position is being announced at the full performance level. Work Schedule: M-F, 8 hour shift between 7AM-5PM (TBD by Supervisor) Telework: Available VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Implements guidelines, procedures, automated work processes, and methods of enhancing productivity in support of agency operations or administrative support functions 2) Analyzes and evaluates the efficiency and effectiveness of Quality Coaching and Mentoring programs 3) Coordinates all monitoring activities with associated planning, developing, and quality program implementation strategies for performance improvement 4) Analyzes individual employee section performance and productivity on both a qualitative and quantitative basis 5) Provides comprehensive knowledge of qualitative and quantitative analysis, policies and procedures, techniques, and technologies for measuring the effectiveness, efficiency, quality and productivity 6) Coordinates all monitoring activities together with associated planning, developing, and quality program implementation strategies for performance improvement 7) Ensures conformance and reliability of products and services to meet established goals and objectives, make recommendations for more efficient operations and continuous improvement efforts, and completes corrective action plans OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (if related) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. (if related). You will be rated on the following Competencies for this position: Ability to Lead or SuperviseAdministration and ManagementAnalytical ReasoningQuality Assurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and employee may sit comfortably. Use of a computer and keyboard is extensive.
