This position is located in the Government Accountability Office, Chief Administrative Office (CAO). As a Communications Specialist (Technical Liaison) you will be responsible for serving within the CAO community by performing assignments that focus on internal communications, managing programs and projects, and evaluating the efficiency and effectiveness of relevant GAO policies, programs, and operations.
Duties
As a Communications Specialist (Technical Liaison)your typical work assignments may include the following:
- Serves as GAO's intranet technical lead, responsible for ensuring the intranet supports employees' ability to do their jobs.
- Leads CAO's modernization efforts to transition the intranet to a new platform.
- Serves as the primary point of contact for all intranet-related issues and acts as GAO's intranet business owner in cross-functional working groups.
- Manages GAO's intranet to refine its long-term strategy as a key GAO communications tool and facilitates architectural modifications, as deemed appropriate; serves as the principle user advocate ensuring intranet communication decisions are user-centric, and puts a high priority on plain language and obviousness of purpose; reviews, prioritizes and assigns issues that arise regarding the intranet tool, content and governance; and ensures the content of subordinate organizations is consistent with established guidelines and best practices, including 508 compliance.
- Assures that the delivery or provision of work products or services (e.g. website content updates) is coordinated with relevant customers, colleagues and consultants.
- Coordinates and supports the efforts of internal groups focused on specific intranet initiatives.
- Implements usability of web analytics programs and usability testing and then implementing website improvements based on metrics and usability results.
- Tracks internal communication trends technologies that can be used to promote agency-wide awareness of and connection to GAO's programs, services, and values.
- Focuses on internal communications efforts and is responsible for planning, implementing, and evaluating initiatives designed to utilize new and existing technologies to better communicate with internal audiences and thereby enhance the services GAO provides to employees.
- Serves as the project manager on a variety of special projects. Leads matrixed initiatives, integrating the work of staff members from various disciplines.
- Collaborates with key leaders and managers to examine programs and operations and develop strategic objectives and business plans that focus on improving program performance and achieving outcomes. Regularly validates and revises plans.
- Represents the CAO on various GAO and CAO-wide committees such as the Microsoft 365 and Product Line committees.
Qualifications
Specialized Experience: (Indicate the minimum qualifications based on the information above): One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND, MS-1, PE-IIA, PT- II or GS-13 grade level in the Federal service or equivalent, serving as the principle user advocate ensuring intranet communication decisions are user-centric, and puts a high priority on plain language and obviousness of purpose; reviews, prioritizes and assigns issues that arise regarding the intranet tool, content and governance; and ensures the content of subordinate organizations is consistent with established guidelines and best practices, including 508 compliance.
