This position is located in the Office of the Director General (DG) of the Foreign Service and Director of Global Talent Management (GTM) under the direct supervision of the Chief of Staff to the Director General. The Office of the Director General is responsible for formulating and implementing human resources policies and programs that affect all employees and other organization under the jurisdiction of the Secretary of State.

Duties

Serves as one of two Civil Service Special Assistants to the Director General (DG), Principal Deputy Assistant Secretary (PDAS), and four Deputy Assistant Secretaries (DAS) for the Bureau of Global Talent Management. Responsible for controlling correspondence, managing action items, coordinating special projects, and assignments that cross organizational lines and controlling information from the Office of the Director General. Interprets and articulates Bureau policies and priorities to provide analysis, advice, and assistance to senior officials in evaluating and improving the overall effectiveness, efficiency and productivity of GTM programs and operations. Provides policy guidance and direction to bureau employees; prepares and coordinates reports, position papers, speeches, action memoranda, Congressional testimony, talking points, Q&As and other information regarding GTM operations / policy matters. Oversees operational readiness of the Front Office. Develops short and long-term project objectives and advises senior leadership on their implementation. Acts as liaison with other offices, coordinating the Bureau’s responsibilities and functions.

Requirements

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience liaising with governmental and non-governmental organizations to implement program initiatives. Experience developing policies and/or procedures that govern the overall direction, management, and oversight of a program. Experience interacting with senior officials to defend recommendations and negotiate solutions to address program goals and objectives. There is no substitute of education for specialized experience for the GS-13 position.
