This position is within the Bureau for Humanitarian Assistance (BHA), Office of Global Policy, Partnerships, Programs, and Communications (G3PC) , at the U.S. Agency for International Development (USAID).
G3PC directs the Bureau's leadership in global humanitarian policy, showcasing BHA's life-saving work through strategic communication and information.
Duties
Serves as an expert on broad policy initiatives with global impact. Provides intellectual leadership, coordination and focus to guide policy dialogues on climate change, climate finance, and humanitarian assistance.
Provides expert analysis/advice on agency-wide policy initiatives that pertain to climate change issues. Reconciles conflicts between basic humanitarian and climate change policies, climate finance/program goals.
Supports Bureau-wide coordination within humanitarian and transition contexts: reviewing and analyzing data; developing strategies, formulating policy approaches, and providing expert technical advice and assistance to bureau officials.
Provides specialized expertise across BHA and the Agency in developing policies and strategies for climate change, climate finance, and humanitarian response.
Plans, develops, and manages global programs, procedures, and methods for addressing climate change, climate finance, and humanitarian objectives according to latest evidence and better practices.
Manages and provides oversight of climate change, climate finance, and humanitarian assistance integration in the training, technical assistance, research and evaluation of global awards that address gaps in the Bureau and Agency in these areas.
Requirements

Qualifications
Specialized Experience:
GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Experience developing and influencing policy and advocacy agendas related to the intersection of climate, climate finance, and/or humanitarian action.; (b) Advising leadership on new developments and effective approaches to incorporating climate change considerations into humanitarian response or development initiatives; (c) Experience adapting climate finance approaches for fragile, conflict and vulnerable contexts; (d) Researching and developing strategies, policies, and guidance on climate change considerations and/or climate finance in a humanitarian and/or development or fragile context; AND (e) Serving as a technical liaison with USG Agencies, Congress, donors, multilateral banks, and PVOs to coordinate their efforts on climate change, climate finance, and/or humanitarian response issues.

Selective Placement Factor: Your resume must demonstrate advanced experience in climate, climate finance, and/or humanitarian policy issues for a civilian-based international humanitarian assistance or development organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
