The primary purpose of this position is to serve as the principal scientific/technical advisor and primary authority for a broad, advance technology portfolio that delivers war-winning capabilities to the US Air Force and US Space Force combat forces.

Duties

Serves as the STO's principal scientific/technical advisor and primary authority for a broad, advanced technology portfolio that delivers war-winning capabilities to the US Air and Space combat forces. Evaluates the STO's comprehensive portfolio to determine adequacy and efficiency in meeting national DoD, USAF, USSF, AFMC, and AFRL objectives in core technologies. Identifies research gaps and analyzes advancements in a broad range of scientific fields to advise on their impact on the STO programs and objectives. Recommends new initiatives and adjustments to current programs required to meet current and future Air Force and Space Force needs. Programs judged by incumbent to be worthy of intensive and extensive exploration are of national and/or international significance and involve many major and exceptionally critically scientific and engineering problems. Novel interdisciplinary approaches are often required. As a nationally recognized scientific expert, provides authoritative counsel and advice to STO management and the professional staff as well as to other organizations such as OSD, USAF, USSF, AFMC, NASA, DARPA, etc. Provides outstanding technical sophistication, stature, and experience necessary to serve as the senior interface for STO technology development programs to the national scientific community. Fosters and leads collaboration with other services and agencies, universities, and industry, as well as key national partners. Serves as an authoritative consultant or member on boards and/or panels charged with advising on and evaluating the need for scientific and engineering research and development programs having national significance and importance. Represents the STO Director at high level technical meetings and conferences. Authoritatively guides in-house technology programs and resources. Provides technical guidance relative to integration of the STO functions into a comprehensive research and development program. Leads efforts focused on decreasing the cost and improving the performance and combat effectiveness of DAF/DoD systems incorporating survivability and lethality technologies for present and future generations of Air Force and Space Force weapon systems, including multispectral sensing, countermeasures, and signature management technologies integrated into the range of single and multi-domain kill chains important to the DAF. Proposes, guides, and fosters nascent research efforts, and enhances study teams on a number of highly sensitive and critically important scientific projects covering the technical spectrum. Teams typically consist of other senior scientists, technical and functional experts. Rationalizes and advocates requirements for computational and experimental facilities and infrastructure. Guides theoretical and experimental STO survivability and lethality studies within AFRL and in partnerships with other DoD laboratories and agencies. Defines and selects specific topics for investigations based on the organization's technical objectives, own authoritative knowledge of subjects and own inventions and concepts. Integrates scientific advances with the technical state-of-the-art and military technology requirements and technically guides research and development efforts accordingly. Incorporates computational materials science, engineering, and manufacturing approaches into the STO's core technical competencies. Mentors and develops the technical staff to assure technical quality in areas of highest interest to the DAF. Advises the AFRL Executive Director and the AFRL Chief Technologist and STO Director of the scientific competence within STO survivability and lethality. Establishes and evaluates methods of updating in-house competence and technical training programs of a formal type to assure the knowledge and skills necessary for the conduct of future programs are available on a timely basis. Monitors and fosters professional development of the technical staff to grow technical leaders ready to lead diverse and inclusive teams. Serves as a member of the AFRL Research Council. Chairs or participates on other AFRL and AFMC technical committees and management teams, e.g., technical awards programs, professional training programs, etc.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MANDATORY TECHNICAL QUALIFICATIONS (NTE 6 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. The MTQ write-up should not exceed 6 pages total. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated leadership experience initiating, planning, coordinating, evaluating, and conducting basic and applied research and development that increases Department of the Air Force capabilities relative to key technology areas. 2. Expert level technical knowledge reviewing and designing technology program(s), as well as orienting research efforts to maximize technology advances and mission relevance. 3. Proven Executive level experience in research program development and leadership. Ability to lead and mentor diverse teams of scientists and engineers in innovative research across organizational boundaries. Ability to partner with DAF, DOD, Army, Navy, NASA, DOE, industry, and academia to develop collaborative programs supporting sustainment, modernization and recapitalization of warfighter systems. B. ST QUALIFICATIONS: ST positions require substantial experience and significant scientific contributions related to the scientific disciplines and topic areas described in this position description. The candidate must have at least 1 year of specialized experience in, or closely related to, the field in which the candidate will work; and (must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation. Experience can include paid and unpaid experience, including federal/non-federal government, volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience. 1. To meet the minimum requirements for this Department of the Air Force ST position, you must have (1) year of specialized experience at the GS-14/GG-14/NH-04 or equivalent or specialized experience obtained in the private sector related to the duties of this ST position.

Education

The candidate is expected to have national recognition as evidenced by significant technical achievements and contributions; participation on national level committees and panels, etc.; high level honors and awards; and other equivalent recognition are necessary. The position requires particularly responsible experience in broad multidisciplinary areas of relevant technologies, including a high order of awareness of national research and development programs relating to USAF and USSF requirements, and an understanding of the R&D relationships among all elements of the federal, industrial, and academic community. Must be capable of originality and resourcefulness in order to assure that a progressive and aggressive research program is pursued; and that an operational philosophy to attain these ends is clearly enunciated, adopted, and followed. Must have the ability to analyze and integrate extremely complex technological programs and to continually motivate a diverse group of professional engineers and scientists.

1. General Physical Science (1301) series requires:

a. A degree in physical science, engineering, or mathematics degree that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

b. A combination of education and experience - education equivalent to one of the majors shown in above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.

2. General Engineering (0801) series requires:

a. A degree in professional engineering

- or -

b. A combination of education and experience- at least 60 hours of college-level education, in the physical and mathematical sciences underlying professional engineers combined with specialized training and/or technical experience (as demonstrated by registration as a professional engineer or successful completion of the Engineer-in-Training examination). An advanced degree or doctorate in a related professional discipline is highly desired.
