About the Position: This position is located at Homeland Defense/ Civil Support Office Training Management Dept at Fort Leonard Wood, Missouri. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.
Duties
Manage the Training Management Department: Manage training development resourcing tools programs such as Range Facility Management Support System (RFMSS), Army Training Requirements and Resources System ATRRS, and Digital Training Management System.
Coordinate with subordinate units, training brigades, proponent schools, and MSCoE staff on matters pertaining to resource scheduling and training support to ensure command and regulatory guidance is adhered to.
Manage Army Training Requirements and Resources System ATRRS quota allocations as they are projected from Structure Manning Decision Review (SMDR) and out-of-cycle Training Requirements Arbitration Panel (TRAP) actions.
Review training strategies, plans and training development analytical efforts and uses results to provide management with answers to training support requirements, cost benefit, cost and training effectiveness.
Manage all TRAP actions and is the HD/CSO TRADOC POC for acquisition of resources to support increased training requirements as well as oversees and coordinates Mobile Training Teams (MTT).
Develop policy to translate training support requirements into a structure or blueprint for training with the assistance of subject matter experts.
Analyze requirements and develop budgets that support credentialing and product developments.
Create and publish Training and Evaluation Outlines, describing the task, conditions, and standards for training and evaluating individual and collective tasks in support of the domestic incident response and urban search and rescue trainings.
Requirements
- The position requires that the incumbent be able to obtain and maintain a Secret clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
- (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.

Basic Requirement for Chief, Training Management Department:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major in education or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1.) Management or supervisory experience over civilian and military personnel responsible for training in the areas of the analysis, design, development, implement, evaluate, or the (ADDIE) program, 2.) managing training development programs such as a Range Facility Management Support System (RFMSS), Army Training Requirements and Resource System ATRRS, and the Digital Training Management System, and 3.) overseer of all Training Requirements Arbitration Panel (TRAP)actions as well as preparing training materials, lesson plans, and developing instructional techniques for course curriculum requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
