The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The incumbent of this position reports to and provides executive level administrative and secretarial support for the Secretary, Deputy Secretary, General Counsel and Executive Officer. In addition the incumbent provides such support to the members of the Commission as is needed by them for the accomplishment of their responsibilities.

Duties

Develop and present information and data required for strategic planning, policy decisions, or response to Congressional or high-level inquiries. Meet, greet, and orient high-ranking officials. Refers callers to proper sources when attention of the Executive Office is not warranted. Modify and devise administrative methods and procedures that significantly and consistently affect accomplishment of Executive Office functions. Research and append all pertinent documents and facts to aid supervisors in reviewing high-level incoming and outgoing correspondence and electronic communications. Guide, train, and advise secretaries, administrative staff, and others on ABMC administrative principles, practices, and policies. Make travel arrangements for the Commissioners and Executive Office and prepare travel reimbursement documents for submission to the Finance Office. Prepare briefing documents and select proper format in producing quality products.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: experience reviewing executive correspondence to include proofing, editing, preparing correspondence for signature, and tracking the status of documents; experience participating in the development of administrative processes and procedures to facilitate administrative activities for an office; and experience preparing agendas, reports, and briefing materials for meetings of high-level executives. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources or public administration. (NOTE: You must upload your transcript) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
