The Primary purpose of this position is to monitor and perform financial pertaining to the estimating administering, and executing funds for assigned areas of responsibility including appropriations, program elements, and special program for the Deputy Chief of Staff for Manpower & Personnel, HQ USAF/A1.
Duties
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for organization/programs into a consolidated budget request.
Perform budget allocation, execution and administration work involving the monitoring of obligations incurred and the actual expenditure of a budget with different sources and type of funding, such as direct annual, multi-year, and no-year appropriations.
Provide advice, assistance, and guidance on budgeting and related information.
Perform on-going evaluation and analysis of, and inputs to, the execution of the Air Force's annual p[lanning programming, and Budget Execution (PPBS) in support of AF/A1; SAF/MR and the Field Operating Agencies assigned to AF/A1 portfolio.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of policies, precedents, goals, objectives, regulations, and other 0MB, DoD, AF and HAF guides which apply to assigned organization and programs; sources; types, and methods of funding for assigned organizations and programs { e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from within and other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organization's.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of Congressional, 0MB, Air Force Planning, Programming, and Budgeting Execution (PPBE) and budgetary process, methods, practices, procedures, regulations, and policies to formulate, justify, and execute the budget for assigned budget accounts.
2. Detailed knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to assigned AF/Al and SAF/MR organizations and programs.
3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
6. Skill in leading a team effort, planning and executing complex, multi-faceted projects, coordinating activities and evaluating the acceptability of analytical methodology. Skill in the use of computerized budget systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
