This position is a Administrative Officer, GS- 0341-12 working in Portland, Oregon for the R1-Oregon Fish and Wildlife Office.
Duties
As a Administrative Officer your duties will include but are not limited to the following:
Serves as the day-to-day supervisor for a team of administrative and support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. Plans, assigns, and reviews work; adjusts short term priorities; establishes performance standards and evaluates performance; approves leave and certifies time and attendance; recruits and interviews candidates for positions and recommends personnel actions; hears and resolves complaints from employees, referring those unresolved to a higher level supervisor; recognizes and rewards good performance; effects minor disciplinary actions and recommends actions in more serious cases; identifies training needs of employees and arranges for training as needed; improves production or quality of work directed; and supports and implements Government-wide, Departmental, FWS, and Regional Equal Opportunity programs.
Provides decisions, advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Serves as the subject matter expert and advisor to leadership for management decisions by articulating administrative management requirements and recommendations. Serves as a decision-maker, advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the accession, retention, motivation, development, and use of human resources. Works with servicing human resources office representatives to identify and resolve human resources needs and problems.
Plans and conducts analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness. Study areas include functions such as overtime cost, logistical support, automated applications for administrative functions, office and facility space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution. Interprets findings and develops recommendations to improve organizational efficiency, effectiveness, and solve problems.
As the principle financial manager for the organization, the incumbent analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Funds from multiple funding sources are allocated to the field office or come in from other agencies for management by the Administrative Officer. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning, including deficit budget planning scenarios. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions.
Serves as the organization's subject matter expert on space management policies. As such, the AO is given sole discretion to coordinate and negotiate with GSA and building lessor on the supervisor's behalf. Makes decisions affecting the adequate condition and function of the organization's office space. Also supports space and resource needs for remote staff, if applicable. Reviews space needs (i.e., increase/decrease space), potential remodels or scheduled routine maintenance (i.e., painting, furniture, equipment, carpet replacement, etc.), to potential moves from and/or to old/new space.

Qualifications
Only experience and education obtained by 04/26/2024 will be considered.
In order to qualify for this position you must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to perform administrative support work to ensure efficient office operations in accordance with federal regulations and policies. Examples of such experience clearly demonstrated in your resume must include: managing federal budgets and financial accounts; carrying out human resources actions for a staff of federal employees; and completing federal acquisition and property management activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
