The incumbent serves as the Administrative Director of the Office of Community Care Division which includes all referred care activities. The incumbent will be directly responsible to the Administrative Director of the Medical Practice Group, and Chief of Staff, in collaboration with the Associate Chief of Staff and Associate Chief Nurse Executive of the Office of Community Care. The incumbent performs analytical and evaluative work associated with line and/or program activities.

Duties

Major duties include but is not limited to: As the second level supervisor, the incumbent also has supervisory responsibility for 87 employees, primarily Medical Support Assistants and Voucher Examiners Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement Coordinates and participates in disciplinary actions and responds to appeals and grievances Plays a central role in developing and coordinating internal review systems to assure that clinical and administrative activities are compliant with agency and accrediting and regulatory requirements Manages total funds across all years of funding of over $600 million which includes budget formulation, justification, and execution; financial management; and financial reporting Develops the need for and maintains an awareness of available resources, and makes recommendations Responsible for full authority over multiple fund control points Provides advice to management and program personnel on budgetary and finance issues Performs as an expert in budgeting and financial management on a large departmental level Reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes; Responsible for preparation of justification Prepares presentation materials for budget submission to the medical center budget committee and participates in budget presentation Develops and coordinates internal review systems to assure that both clinical and administrative activities comply with agency, accrediting and regulatory requirements Provides for full administration of reporting, evaluation, and fee requirements associated with the accreditation of the organization Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective Assures all standards of regulatory and accrediting agencies are continuously met in full Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide variety of non-recurring reports Prepares all necessary documentation for accreditation process Ensures annual licenses of department are current and participates in annual site inspections Ensures programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management are appropriately administered Develops both long and short-range policies and plans for the Division by coordinating the medical administration needs of the Office of Community Care Division Serves on various facility strategic planning committees and attends management on-site meetings with other agencies and program officials Develops, evaluates, and modifies organizational structure and systems to achieve program goals Establishes minimum standards for quality and productivity Conducts surveys and reviews to ensure that optimal patient care is being provided and that Medical Center resources are being appropriately and fully utilized Coordinates the quality assurance program by data collection, data management, monitoring, tracking, analyzing and interpreting data for the purpose of detecting occurrences or patterns of care which may affect patient care outcome Identifies problem and/or opportunities to improve care through such avenues as informal meetings, medical center committee meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc. Performs other related duties as assigned VA offers a comprehensive total rewards package: HR Specialist Total Rewards Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs program implementation and quality and productivity programs for the division or service; develops both long and short-range policies and plans for the organization; Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective; Has supervisory experience Discussing, investigating, and responding to employee grievances and dissatisfactions to resolve conflicts; budget formulation, justification, and execution; develops and coordinates internal review systems to assure that both clinical and administrative activities comply with agency, accrediting and regulatory requirements; develops both long and short-range policies and plans for the Division by coordinating the medical administration needs. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
